Can I use shredded toilet paper as mouse substrate and bedding?

I just need to save money and bulk packs of plain non-scented or colour toilet paper is cheap. If i shred it will this be ok as bedding? I use rolls in their tank anyway and they love making bedding out of it. Is it ok as a permanant bedding/substrate?
