If a St. Louis county police officer is off duty and is in Greene county, can he write a ticket?

Those two counties are both in Missouri and are about three hours apart. The police officer I am talking about is off duty and in town for the weekend visiting his girlfriend. If he saw someone breaking the law could he write a ticket?
